The Chamber of Ministers has all the reporting benefits of a normal outpost, and many more. With higher SHIELDS than the average facility, you'll make things harder for an opponent's outpost-destroying armada. Also, Bajoran Ministers, Vedeks, and Kais report for free to the Chamber of Ministers, along with any HQ cards. An extra card on even one turn can be a powerful advantage, especially when it's a card like Kai Opaka or Bareil Antos! Combo:
