If you're a Romulan fan who was disappointed in what you got to play for free at the Office of the Proconsul, compared to the hordes of High Council-related Klingons, the fleet of Federation Admirals and the flock of Cardassian Guls, look no further than Rules of Acquisition for the headquarters of your dreams. Yes, Romulus becomes the first homeworld to sport two headquarters, allowing you to play one Tal Shiar personnel for free each turn. The seven Tal Shiars, including head honcho Koval in 2nd Anthology, give you six personnel types and a variety of important skills for your missions.

No HQ cards here, but the Continuing Committee can coexist with Office of the Proconsul to give you that benefit, along with free reporting of the Senators (most of whom don't have Tal Shiar skill) and the other miscellanous officers. You can even do a bit of mixing and matching - Neral and Senator Vreenak can report to either one, so if for example you have Vreenak and another Senator (or another Tal Shiar) in your hand, you can still report both for free.

Combos:

  • Continuing Committee + Office of the Proconsul: Get two free plays each turn in addition to your normal card play.
  • Continuing Committee + Romulan Outpost + Spacedoor: Download a fleet of D'Deridex Advanced warbirds at your outpost, and report their all-important Tal Shiar envoys for free at the Continuing Committee. Add a Romulan Shuttle or two to ferry them to the ships and your fleet is in business.
  • Continuing Committee + Quash Conspiracy + Espionage Mission + Intercept Renegade + Intelligence Operation: With all those Tal Shiar agents reporting for free, you might as well have something worthwhile for them to do. How about choosing from 150 points of high-powered missions to solve?
