Mit der Hilfe einer Nor und den entsprechenden Sites lassen sich alle Personnel Karten aus dem Alpha-Quadranten und alle Federation- und Cardassian-Personnel dem Mirror-Quadranden herunterladen!
Die Basis hierfür bietet die Site 'Ops': "(...) Any player may, in place of their normal card play, download to an unopposed site on this station one card which may play there (...)". Entsprechendes ist für den Mirror-Quadranten mit Hilfe der Site 'Ops: Mirror Universe' möglich.
Da es für alle Classifications entsprechende Sites gibt, können alle passenden Personnel und Equipment-Karte heruntergeladen werden.
Dabei gibt es jedoch zwei wichtige Einschränkungen:
- Das Personnel muß die Affiliation der Nor matchen!
- Das Personnel muß in dem passenden Quadranten heruntergeladen werden!
In Punkt 1 liegt begründet, warum dieser Mechanismus im Alpha-Quadranten besonders einfach für die Cardassianer und Bajoraner zu nutzen ist: beide Affiliations haben entsprechende Nors zur Verfügung ('Deep Space Nine', 'Terok Nor' bzw. 'Nor'). Alle anderen Affiliations sind darauf angewiesen, eine Nor zu 'commandieren' und damit die Affiliation der Nor entsprechend anzupassen (ACHTUNG eine Nor, die schon unter der eigenen Kontrolle steht, darf nicht 'commandiert' werden). Anbieten hierfür tut sich vor allem 'Empok Nor', da diese unkontrolliert geseeded wird.
Mit hilfe von 'Mirror Deep Space 9 / Terok Nor' und der 'Alliance Nor' können entsprechend Mirror-Quadrant Personnel der Affiliations Federation und Cardassian gespielt werden.
Aus Punkt 2 leitet sich die Einschränkung auf solche Personnel Karten ab, die entweder aus dem Alpha- oder dem Mirror-Quadrante kommen. Da es zur Zeit nur für dieser Quadranten Nors gibt, können auch nur Personnel Karten aus diesen Quadranten heruntergeladen werden.

Smuggling, Acquisition and  Navigation personnel may report here (or download here in place of a normal card play; player draws no cards that turn). Once each turn, if a freighter, transport or  ship's crew member completes a "cargo run" (brings a non-weapon Equipment card here from another facility), for each mission passed (except starting and ending locations) owner may draw a card or download a Gold-Pressed Latinum here. (Once per game per Equipment card title.)

Once each turn, any player who has a matching command staff OFFICER unopposed here may, in place of one card draw, download to hand one Captain's Order card (Captain’s Log, Lower Decks, Yellow Alert, Senior Staff Meeting or any card so marked). Matching OFFICER personnel may file mission reports here. This site is always the "innermost" site of any Nor (may not separate Ops from any other site).

OR player controlling ship has a Computer Skill personnel present at this site unopposed (just before undocking, that personnel may board ship). Morn and Ferengi may report here. Once each turn, a bartender, a dabo girl, a waiter, any Quark or any Rom may report here for free (or download here in place of a normal card play; player draws no cards that turn). Any player who has Morn unopposed here may draw an additional card at end of each turn. Any player who kills any waiters or dabo girls here in battle must discard two cards for each. Ferengi ships may report, dock, undock and repair at this Nor.
