The Bajorans have no one better than Shakaar for heading up an agressive personnel battle strategy. He has the Leadership needed to start the battles, a better than average 8 STRENGTH, and he adds 2 to the STRENGTH of all other Bajorans with him. Even if you're playing a more passive Bajoran strategy, Shakaar can come in handy. He has SECURITY, one of the most important skills for overcoming dilemmas.
