Until now, ship "cloaking devices" left something to be desired when it came to actually concealing your ship's location. While your opponent might not be able to attack you while you were cloaked, he always knew where you were heading and, if his ships were faster, could have an armada lying in wait for you whenever you decloaked. He could even decloak your ship with La Forge Maneuver or a Tachyon Drone at any time. Meanwhile, it also made it difficult for you to sneak up on him, if you had battle in mind. Not with Engage Cloak, which "stores" RANGE while keeping your heading a mystery until it's too late for him to group his forces. For a simple example, you have a warbird with a RANGE of 8 which you cloak and place on the Engage Cloak objective. You leave it cloaked for two of your full turns, then prepare to decloak on your third turn. Return the ship (still cloaked) to its previous location on the spaceline; you may then make up to three separate movements of up to 8 RANGE each - two for the two full turns cloaked, plus the current turn's allowed movement (you don't have to use that move yet, though). Once you have made the movements you wish, the ship decloaks. Since your opponent couldn't know which way you were planning to go (you could even leave the quadrant), he probably won't want to tie up his ships in hopes of being in the right place to attack you.
