Voyager: The Malon civilization produces over six billion isotons of industrial by-product every day. Their freighters haul away the toxic waste and dispose of it in other regions of the galaxy.

Premiere: Barges containing dangerous waste can be adrift for centuries. One such barge threatened Gamelon V in 2367.

Major Rakal's Dilemma Facts

Place on spaceline; mission attempt ends. Crew is not "stopped", but cannot attempt or solve mission until Scow is towed away with a ship with Tractor Beam and 2 ENGINEER. Affects any mission (planet or space) where present. May be moved repeatedly, but may only be discarded by Destroy Radioactive Garbage Scow interrupt. (Borg player must place on spaceline but does not prevent scouting.)

When this dilemma is encountered and placed on the spaceline, the mission attempt ends immediately. (It does not affect Borg scouting.) The ship and crew (or Away Team, when encountered on a planet in the Female’s Love Interest & Garbage Scow combo dilemma) are not "stopped," because the dilemma has no conditions.
