When a valuable member of your crew is sent into a comatose state by a mysterious biogenic field in a religious sanctuary, there's nothing like a bureaucrat to help you out. Magistrate Drang's Archaeology and Anthropology presumably reflect his deep knowledge of and commitment to his culture's religious heritage, while his Law and Diplomacy are important skills for his governmental role. It's worth noting that Law is not a particularly common skill among the Delta Quadrant personnel introduced in the Voyager expansion. If, while cruising the Delta Quadrant, one of your personnel gets dragged before a Drumhead tribunal, or is Framed for Murder, or becomes the target of a Vendetta, or faces Implication in a conspiracy to commit murder, Magistrate Drang is a good man to have on your side. And don't overlook the offensive uses of Drang's legal prowess: if you can get him in the right place at the right time, his Law can help your Extradition to nab you a captive. Drang's Archaeology and Anthropology are helpful as well. You could need Anthropology at any mission to overcome Aggressive Behavior or Primitive Culture (too bad Drang's a V.I.P. rather than a CIVILIAN). Drang also makes substantial contributions to solving missions outside his native quadrant, notably Historical Research. By the way, take a quick glance at Magistrate Drang's rarity. Like Nimira, the other non-aligned Law personnel in the Voyager expansion, he's only found in starter decks. That gives you a good chance of drawing one of those two personnel in Voyager sealed deck play - very nice indeed, since Implication is common. Combo:
