The Bothan possess devices which prevents others from detecting their ships. While their technology may not in the truest sense be a "cloaking device", that's the best way to explain how it works. The Bothan Vessel is the only Non-Aligned ship in the Voyager expansion and can be the basis behind an unaligned Delta Quadrant deck. It won't be hard to score points with a Non-Aligned force since many Delta Quadrant missions can be attempted by a Non-Aligned Away Team or crew. Given the fact that there are lots of dual-affiliation personnel who are partly Non-Aligned in the expansion, why wouldn't you consider trying a yellow Delta deck - especially since you can use a ship with a Cloaking Device? Except for ships of Klingon or Romulan origin, the Bothan Vessel is the only universal ship with a cloaking device. It's easy to download one to your outpost with a Spacedoor. With Engage Cloak you can keep an opponent guessing where your crew might be headed. And since the ship isn't Federation, you can put the Bothan Vessel in your blue deck and never worry about breaking the Treaty of Algeron. Combos:
