Either outcome of this new dilemma will be unsavory for your opponent; they'll either lose two personnel at random, or have one personnel stopped, leaving them that much thinner when they go on to face the next dilemma. The best part is, there are no conditions, no fuss. The only way your opponent can get out of this dilemma is to have no draw deck left, so what you give up in it being a random selection, you make up in it being almost totally unavoidable. Combo:
