In many games, two turns can be an eternity. You're likely to find that out if your opponent is using Friendly Fire. This dilemma not only kills a personnel if you do not overcome it, it also prevents any attempting or scouting of that mission for the rest of the current and following turns. A number of dilemmas can remove some Leadership or SECURITY to help set it up: Angry Mob, Misguided Activist, Framed for Murder and Hate Crime, just to name a few. Don't forget, Friendly Fire isn't just for missions - it may be seeded at Empok Nor to delay attempts to commandeer it. Combos:
