Dukat's sidekick joins his commander, with ENGINEER skill for processing ore (though he would report or download to Ops with OFFICER-classification). Physics, Treachery and Computer Skill will come in handy for dilemmas and missions. You can even use him to beef up the crew on Dukat's ship after it has left the station, because he can report directly to Dukat's presence. This skill could be a life-saver when you encounter certain nasty dilemmas far from home and don't have quite enough ENGINEERs or Computer Skill to cure them. Combo:
