Unless you have at least 50 points, cannot get past; place dilemma atop mission; it may not be attempted buy a player with less then 50 points. (Unique.)

 
   

Rule notes

Major Rakal's Dilemma Facts

If you meet conditions (have at least 50 points), discard dilemma and continue to next. If not, AT/ship and crew are "stopped"; place dilemma on top of mission. No player with less than 50 points may attempt mission, but Borg may scout mission. Dilemma remains atop mission even after mission is completed or planet assimilated. While in play, if a second copy seeded by the same player is encountered by either player, discard the second copy.

Official Runlings:

This dilemma is discarded only if the player first encountering it overcomes it by having at least 50 points. Otherwise, it is placed atop the mission and remains there permanently (unless nullified by Dropping In); you may re-attempt the mission if you have more than 50 points, but this does not nullify or discard the dilemma. Although it will "stop" a Borg scout on initial encounter, it does not prevent later scouting.
